In this edition of UN Plaza I speak with Daryl Kimball of the Arms Control Association. I last spoke with Daryl almost a year ago. Back then, he explained how trends in the arms control and non-proliferation world all pointed to a weakening of the international non-proliferation regime. But wow, what a difference a year makes. There is, for once, cause for cautious optimism. Daryl explains:
